Wind power is intermittent, stochastic and uncontrollable. With more wind power being integrated into grid systems, it will have access to grid electricity supply and demand balance, power system security, and pose serious challenges to power quality. In order to solve the problem caused by large-scale wind power into the grid for the grid dispatching operation, it is important to build the wind power forecasting system. This paper summarizes the theory and the technology, and studies on the design for the wind power forecasting system.The wind power forecasting is divided into ultra-short-term wind power forecasting and short-term wind power forecasting. The ultra-short-term wind power forecasting is mainly worked to solve the problem of power grid frequency for the real-time grid dispatching; the short-term wind power forecasting is mainly worked to arrangement conventional power generation planning reasonably and solve the problem of the grid peak regulation. The model of the ultra-short-term wind power forecasting is built with the theory combined statistical method and the learning method; and the model of the short-term wind power forecasting is built with the physical method and the learning method.The wind power forecasting system is composed of three parts, that is the wind power forecasting sub system of the single wind farm, data communication link and the wind power forecasting master system of the regional/provincial power grid dispatching.The wind power forecasting master system of the grid dispatching is composed of two parts:the hardware and the software, it’s mainly used to forecast the regional wind power and assess the accuracy of each wind farm wind power forecasting system.The wind power forecasting sub system of the wind farm is composed of two parts:the forecasting system and the wind tower, it’s used to forecast the single wind farm power and transmit the real-time wind date to the master system of the grid dispatching. In general, the data transmission between the master system and sub system is used in the State Power Dispatching Network.
