Freeway construction work zone is a special traffic management area for thehighway conserve and maintenance. Due to not interrupting the traffic whenmaintenance is going on, it has a big influence on the construction, there are manycomplex operating condition, such as the number of lanes decrease, vehicle divergingand merging, tagging,etc, resulting in a decline in road traffic capacity, traffic delays,traffic accident rates rising. As the main area of traffic congestion and inducing thetraffic accident, it has become an obstacle to the traffic and the new accident hazards.(according to the US federal freeway bureau statistics, from1996to2006, fatal accidentoccurred on U.S. freeway construction work zone increased by about45%, the peakphase of construction work zone around the loss of road capacity to60million/hour).Traffic safety and smooth has become the traffic managers, drivers and publicconcerned.Based on the comprehensive analysis of roads and traffic characteristics in theconstruction work zone, further clarify the traffic safety hazards and ways to divide thecontrol segment; in order to meeting security requirements and reducing trafficcongestion in construction work zones, study in-depth the length calculation of differentcontrol segments and propose length and standards of warning stage, transitional stage,buffer segment, terminating segment in construction work zone, then use cost-the costfunction model and simulation method calculate the reasonable length of constructionwork zone. On this basis, combining the characteristics and safety operationrequirements, systematically study the safety and security technology, traffic signs andmarkings, lane separated facilities, then establish the traffic signs visual cognitionmodel, put forward some key technology parameters including the sign position,repetitive times and the interval. Analytic hierarchy process and fuzzy comprehensiveevaluation method is used to access the rationality and validity of traffic safety facilitiessetting, construct the evaluation index system and the evaluation model and thecorresponding standard, and the research results are applied in Jiangxi Chang freewaynine. The results of application show that the proposed length control in constructionwork zone is a scientific method, having a more significant role to reduce traffic delaysand reduce accident rate in work zone; at the same time, the proposed construction oftraffic safety technology and safety facilities layout is also reasonable and effective, it has a strong role in guiding freeway traffic management departments and constructionunits carrying out maintenance and repairing of freeways and other construction work.Research findings have important theoretical and practical value for guiding theorganization and management of traffic and highway safety and security of ourconstruction work zones.
