Freeways are emphasized by countries throughout the world for their rapidness, security, comfortness, and economical features. Their mileage in use is increasing continuously. Freeways are playing a more and more important role in the field of road transportation. But after a period of usage, freeways need to be maintained and reconstructed frequently, in order to keep road and its facilities in good conditions. It must be open to traffic when maintenance is going on, but as a result of construction the lanes number decreases, the capacity reduces, there are many tangled operating conditions, such as lane changing, diverging and merging, tagging, etc, and the traffic is interrupted by workers and machines frequently. It is a tangled and unsafe segment of freeway. Especially in China, by more than 20 years'construction of freeway, now the freeways need maintaining and reconstructing thoughout the country, accidents that happened at work zone gradually increase nowadays, and the aftermaths are severe, so the safety of work zone is paid to more and more attention. It is very necessary and pressing to improve the road safety of freeway work zone.On the basis of analyzing existing research outcomes, this paper starts form accidents data analyzing of work zone, then analyzes the cause of accidents, according to the main causes, it proposes the traffic organization and management method based on speed limit and traffic signs placing.
