The complex characteristics of technical and economic in Long-span highwaycable-stayed bridge construction determine its uncertainty and risk, and its constructionsafety affected by technology, management, environment, and so on. The loss andinfluence of the safety risk in construction under the coupled action has restricted toachieve the goal of safe construction, even irreparable. So the effective early warningmanagement will reduce the safety risk largely and take preventive measures inLong-span highway cable-stayed bridge construction. However, its risk warningmanagement system for risks is relatively weak. This present situation can not meet thehighly risky in the construction process and a comprehensive risk early warningmanagement, so the comprehensive and systematic study of risk analysis and earlywarning, the formation and improvement of the early warning management theoryfor risks in Long-span highway cable-stayed bridge has important theoreticalsignificance and practical value for promoting the early warning management for risks,improving the management level and effect of management. Based on the wholeconstruction process and safety risk in Long-span highway cable-stayed bridge, thispaper completed the following research work:Firstly, combined with the particularity of the safety risk in the whole constructionprocess of Long-span highway cable-stayed bridge, This paper systematically studiedthe risk factors, risk events, risk loss and risk chain, established a construction safetyrisk space in bridge foundation, tower, upper structure, the three key parts. Secondly,based on construction safety risk space,the risk identification and estimationrespectively, this paper analyzes and establishes the early warning index system of thesafety risk in Long-span highway cable-stayed bridge construction from the safetybehavior, safety state of material, safety of the construction technology,managementand environmental, then determine the safety risk limit of the Long-span highwaycable-stayed bridge construction with the expert determination method and safe degreeideas. Thirdly, based on the dialectical thought of risk analysis-synthesize-targetedanalysis again. This paper Established a fuzzy network-hierarchical structure riskearly-warning model of the primary and secondary Long-span highway cable-stayedbridge construction through the analysis of the mutual influence between the indicatorsand determine the relative dominance, then divide the level of risk warning indicatorthrough the combination of qualitative and quantitative methods. This model considers the elements of internal and external dependence, not only powerful, but also consistentwith the actual state. Finally, it set up the early warning system of safety risk in theLong-span highway cable-stayed bridge construction for its safety risk in the wholeconstruction process, Designed knowledge base, model base, management system, earlywarning system for risks and other factors in detail. This system can be used for thesafety risk identification, estimation, evaluation, decision making and early warningmanagement and control of the whole construction process in Long-span highwaycable-stayed bridge conveniently.This paper is completed based on the scientific research project "the safety riskanalysis and control research of Chongqing Fengdu Yangtze River bridge construction "and the basic research project of Ministry of Communications (number:2005319814030)"the risk analysis and control research of the whole process intransportation construction project ".
