For reinforced concrete frame structure, in all previous seismic survey shows that the damage of the frame column is more serious under the action of earthquake and a phenomenon often occurred that affect the overall security of the building due to its damage. The damage is hard to control and brings incalculable economic loss.So the issues in the frame column seismic reliability deserve special attention in the design of the whole frame structure.Now in our country theories on the seismic capacity of buildings preliminary judgement are based on the concept and structure and basically to be assessed against the reliability of components. There is no complete set of evaluation system for the entire structure reliability. In such cases, based on analyzing the parameters of structure on the seismic ability of frame structure and considering all kinds of uncertainties, different targets reliability index and a reliable indicator of life and counting the mean, standard deviation and coefficient of variation of the basic variables, the purpose of this paper is try to research and analyze the reliability of oblique section shear bearing capacity of the frame column and establish a practical basis for the quantitative evaluation system, which lay a foundation to establish the quantitative scoring system.By comparing and analyzing the identification technology of buildings at home and abroad at first, reliability is used to evaluate seismic reliability of the buildings in this paper. Then, the reliability theory and method of calculating the reliability is introduced and a simplified calculation method of the system reliability is put forward in this paper.For the reliability index of framework column seismic capacity, according to the performance function of components, which involves to the shear bearing capacity formula and load factors of the frame column, this paper respectively expounds various factors on the shear bearing capacity of the frame column, which including material performance, cross section geometric size of components and the uncertainty of calculation modes and obtained the probability distribution type and statistical parameters of resistance finally. Then this paper analyzes the influence of various external load changes over time and puts forward load correction factor in different years according to the different probability distribution of load. According to the appraisal data of primary and secondary school buildings PanLong District of Kunming in2009, this paper selected the10reinforced concrete frame structure building and respectively calculated the reliability index using design calculated values and the measured values of the strength of concrete and then analyzed and compared them to obtain some conclusions and suggestions, according to the simplified method proposed in this paper. Finally the selected structural had scores on reliability refering the RVS method and compared with the original appraisal result.According to the result of the existing appraisal contrasted with the RVS method, this paper argues that the rapid identification method in the field of seismatic identification in our country has great application prospects, which has the advantages of time saving, energy saving and efficient. If this approach be promoted open, it will have a great social effects and economic benefits.
