With the development in productive forces, the promotion in comprehensive national strength, as well as continuous improvement in design level of anti-seismic performance within construction industry, some old buildings cannot satisfy the current use yet. Especially for some old elementary and high school houses, which are centralized study places for under age children. They still stays an anti-seismic design level of10years ago posing great safety potential. During the WenChuan Earthquake at2008, thousands of school buildings collapsed, resulting in countless student’s victims, and leaves a painful lessons. To avoid the tragedy from happening again, at2009, the state council start to develop School Safety Project in nationwide. All elementary and high school houses were inspected and evaluated, and necessary measures were taken on questionable houses or that with safety potential. Meanwhile, in the newly revised 《Standard for classification of seismic protection of building constructions》, the elementary and high school houses have been upgrades to the key fortification class, from standard level, improve the anti-seismic performance design requirements.This paper will research on the following aspects combing the author’s experience on School Safety Project, viewing from the reality of appraiser and strengthening work.Firstly, investigate on the status of Wenham Earthquake and its damages on school buildings, analyze the reason of serious damage, introduce present situation of the appraiser and strengthening industry, and the current new technology on appraiser and strengthening.Secondly, summarizes the structural characteristics and school construction, and identified difficulties school buildings in the most common masonry structure buildings and frame structure as an example, studies the schoolhouse forensic work of preparation, the field detection, data processing, appraisal conclusion assess each link, and put forward the contents of one request, made clear the depth of all kinds of identification content, a common problem schoolhouse corresponding countermeasure is put forward, the detection work puts forward note points.This paper also introduces the common method and design calculation principle of anti-seismic reinforcement, and gives part of the reinforcement method of design schemes. From strengthening value, reinforcement principles, reinforcement target, etc perspective, discussed the principle of reinforcing scheme selection.Finally, through a complete masonry structure by using the existing building engineering examples, the PKPM08(2010edition) software, and carry on the appraisal, and complete calculating reinforcement design and provide a complete appraisal report and reinforcement design samples for similar engineerings.
