With the rapid development of social economy, people pay more and more attention to the power supply reliability of distribution network. The implementation of the power distribution automation system improves the reliability of the power distribution network. Fault location and reconfiguration is the core of power distribution automation. While fault appears, the distribution automation system can quickly accurate fault location, prevent accident from expanding, restore power at the same time. I mainly engaged in design work of the civil air defense project electrical, I found some problems in the power distribution network of civil air defense, such as automation level is low and the power supply reliability is not good. The power distribution network of civil air defense safeguard people’s normal life at ordinary times, guarantee the safety of life and the life of the people in wartime. The reliability of power distribution network is the matter of the people’s vital interests.At first, we establish the mathematical model of the power distribution network structure. Because of the power grid structure of traditional civil air defense engineering is weak, we put forward a power supply mode which adopts cable type contact more segmented network structure in the medium voltage distribution network part; the internal structure adopts spider web type power supply. We use distributed power as the standby power to supply important power load of the civil air defense. In order to better analyze the power distribution network structure and observe running condition of power grid, we use "Power World" visualization software to establish the model of the power distribution network.Secondly, I studied the BP algorithm and the LM algorithm. In view of slow training speed of the traditional BP neural network, I tried to improve the neural network BP algorithm, established the mathematical model of distribution network fault location, simulation fault location in distribution network with two kinds of algorithm, then compared the advantages and disadvantages. The training speed is faster by using LM algorithm; it improves the speed of the fault location. Considering the accuracy of fault location which affected by FTU upload fault information absence, this paper uses the method of fault current relevance to complement fault information, then uses artificial neural network to make fault location. Finally, this paper introduces the related concept and system structure of multi-agent sy stem, builds the mathematical model of fault recovery, and uses distributed multi-agent S ystem (MAS) to implement fault recovery in power distribution network in the civil air defense engineering. This method can make failure recovery simultaneously when many f ailure cases happening in the same time; guarantee the first power supply of important1oad; and consider the load level. Through case analysis, this paper verifies the effectiven ess of the system fault recovery.
