In view of electrostatic coupling, a conductor of not being grounded well would be coupled a certain amount of voltage to ground and charge when it exists in the vicinity of transmission lines. The charge would be transferred to the person of touching the conductor. Then the conductor would discharge through bodies. Meanwhile, an impulse current of simply lasting a few microseconds would be formed flowing through the bodies, and the current would probably arouse an irreversible consequences on weak people in physique. On account of windows near transmission lines, this paper concludes the size of the impulse current value flowing through human bodies when people open windows in houses. The paper is on the basis of the analysis of electromagnetic field theory, adopting the equivalent charge method, then establishing corresponding mathematical model with Matlab. Since Linear charge density of three-phase transmission lines has be counted by programming, potential of the window would be quickly accomplished as well. A quantity of electric charge would be achieved after taking advantage of the method of complexified rectangle, then it would be easy to figure out the capacitance of the window. Next, the RC passive circuit is established for the window and the human body. All of them are the preparation of a desirable result, and eventually the impulse current to come. By calculating, the size of the impulse current value is greater than the minimum secondary electric current and people would probably be caused very painful. There are three shielding measures applied to decrease the impulse current:making shielding wires; planting a row of trees; cultivating flowers and plants around houses. By means of these approaches, the impulse current is decreased to be not experienced and the life is seemingly just as the same as before that of no transmission lines. The result of calculation shows that, the window has coupled the potential to ground of206.7V and generated the impulse current of5mA which lasts4.1μs, even if it is30meters away from transmission lines and1meter off the ground. Eventually, the paper shows what is deficient with the existing regulations and puts forward a few ideas to perfect it.
