For the safety management of water desalination project, the main work of this paperis:Firstly the domestic and foreign research status of safety management of engineeringproject is reviewed, and elaborated the research background and research significance ofthis paper. According to domestic existing research results, we introduced the theory ofproject management and safety management of engineering project, then analyzed thetheory of hazards identification of the project, and introduced the types of hazards,methods and means of hazards identification. To evaluate the safety management of thethird phase of seawater desalination project of Cangdong power plant, we introduced theconstruction scale, geographic location, climatic conditions and geologic characteristic,the safety management organization and responsibility of construction site, the layout ofconstruction site, the dangerous points and prevention and control measures, emergencymeasures, safety technical measures of construction project, safety technical measures ofinstallation project, the environmental goals and measures, environment factors andcontrol measures, safety civilized construction scheme, safety culture evaluationmeasures. After that we reviewed the methods of calculating the weights of evaluationindexes, for example AHP method, order relation analysis methods, factor analysismethod. For the problem of those methods, this paper proposes a method of calculatingthe weights of evaluation indexes; the method is based on scoring method and fuzzylinguistic scale. Finally, the method is used to evaluate safety management of third phaseof the seawater desalination project of Cangdong power plant.(5) The evaluation resultsshow that the index system is valid, and can be applied in evaluating the safetymanagement of seawater desalination project.
