The author proposed a self-organizing network system of the230M wireless communication system in the power load management system that the messages were relayed by the terminals. The author discussed compared to the traditional230M wireless communication which relayed messages by relay station, the way relayed messages by terminals had the advantages of cost, at the same time easy to improve the system’s coverage.The system researched by the author was a subsystem of the power load management system. The system added a base station system between the FEP and the radio station. To achieve the control of the system, there was a head of the network layer increased for the698messages. When the message was sent back, the network head was stripped and therefore the system was transparent for the original system. The self-organizing network was composed of direct terminals and non-direct terminals.The routing information must be added in the message if the base station wanted to communicate with the non-direct terminal. With the routing information the message could be relayed correctly. The author designed a protocal of network layer of the self-organizing network system which defined the routing coding method. According to the routing coding method, when the base station sent messages to the relay terminals, the message would be relayed correctly. In addition, the author changed the on-line mode of the original system. The terminal needed to login in the on-line mode of the new system. The login process is initiated by the terminal itself. The author design the active reporting mode of the base station in order to acheive the login feature, as the mode previously on existed in GPRS communication system. The communication quality of the wireless communication will be affected by the environment, so the base station needed to monitor the system routing. In order to improved the communitcation quality, the author designed three tasks to ensure the system routes were the best.The three tasks were login permission, route optimization, routing upgrade.Through the establishment of the base station system, it makes the 230M system network more flexible. And the communication line can be automatically switched, so the communication quality of the system is more robust and higher reliability. The system has now passed internal test and now pilots in Zhenzhou. After it successes, the system will be deployed to other regions with good market prospects.
