With the popularizing of environmental protection, motor vehicles have been transforming into electric vehicles which are featured by low carbon, less pollution, low noise and even zero emission. Compared to conventional fuel vehicles, battery electric vehicles can reduce energy consumption and environmental pollution, and its promotion and application will change the traditional auto industry. However, whether the battery electric vehicles can be promoted and applied depends on improvement of technology and the recognition and acceptance of the market. In this paper, the author first studies the advantages and disadvantages of battery electric vehicle applications from the following aspects:technology, energy-consumption, economical efficiency and environmental protection, and the favorable conditions of developing battery electric vehicles in Harbin are explored from three aspects including technology, industrial base and government subsidies. With WTW analysis method, the author makes a comparative analysis of the energy consumption between battery electric vehicles and fuel vehicles. Specifically, the comparative analysis of economical efficiency and environmental protection about battery electric vehicles and fuel vehicles are carried out by index calculation and experimental data respectively. After that, the feasibility of developing battery electric vehicles in Harbin is examined from both social and market demands, In terms of market demands,questionnaires are designed about the factors affecting consumers*purchase of battery electric vehicles from the consumer perspective, and models of the influencing factors are established including security, affordability, preferential policies, maintenance services and charging convenience. Then the market research data is analyzed by means of SPSS17.0, including descriptive statistics, factor statistics, reliability statistics, correlation statistics. To make the results more clear, a further analysis is conducted, using the diversity linear regression method, to explore the influence factors of consumers’purchase intention in different areas. Finally, according to results of the analysis software, on the basis of the impact factors of battery electric vehicles development, the author is attempting to put forward favorable countermeasures for battery electric vehicle development in Harbin, to provide a reference for the government and enterprises.
