In the21st century, power industry, as the leading industry of the economy, isdeveloping for the economic construction, while the safety issues are alsoincreasingly in power engineering construction. Geographical environment is animportant factor affecting engineering construction’s safety, especially the specialgeographical environment at high altitudes puts forward higher requirements onsafety management. In order to make sure that the workers are safe and the projectsare completed successfully in the power engineering construction at high altitudes,managers need to research into making the scientific evaluations and taking effectivemeasures of construction’s safety.Firstly, the paper describes the safety management theory, accident causationtheory and power engineering construction’s safety to provide theoretical support foranalysis. Secondly, it analyses the safety factors in the process of power engineeringconstruction at high altitudes from three levels-people, object and environment.Thirdly, on the basis of the aforementioned studies it builds a multi-level safetyevaluation system from the lever of people, object and environment. Taking intoaccount the fuzziness and incomplete features of index system, it selects the rough setmethod to determine the weights and the SPA evaluation method to calculate acomprehensive evaluation. Then it takes the Qinghai-Tibet power engineeringconstruction project as an example to verify the feasibility and practicality of theresearch. Finally, it sums up the safety measures for power engineering constructionat high altitudes referring to the relevant studies and drawing on the advanced safetymanagement of the Qinghai-Tibet power engineering construction project.
