As we gain great achievement in the production of architecture, there are plenty of safety accidents happening. Serious safety accidents engender enormous lose that can't compensate to the country, society and people's life and property. For many years, researchers and safety controllers have done plenty of work to establish a lot of safety technique standards, regularities and criterions .Theirs efforts have made prominent achievements that prevented and prohibited many safety accidents effectively. However, the situation of safety producing is still unsatisfied. One of the main reasons for such phenomena is that we lack general recognition to safety system of engineering construction and there are many unreasonable spots in current engineering construction safety behaviors system. In this paper, we have studied the problems above in order to provide a new theory framework and methods system for engineering construction safety management.The mechanic analysis of safety accidents is the foundation of engineering construction safety activities. Basing on the definition of engineering construction safety accidents, we've summarized the types and regularities of safety accidents comprehensively. Further, we studied the reasons of safety accidents in the process of construction and classified the factors that may bring in safety problems. Basing on the above analysis, we identify the train of thought that is from unsafe factors group to unsafe events and then to the happening of safety accidents. We also studied the process of system flowing change of the foundation of engineering construction safety accidents and uncovered the regularity of formal mutation and essential flowing change. We gave the mode of safety accidents' framework and introduced some methods of quantifying the risk of safety accidents.Basing on the mechanic analysis of safety accidents, we construct the system of safety producing behavior to prevent and prohibit the occurring of safety accidents systematically. Beginning with the process of safety producing behavior development, we analyze the different characteristics and problems ofsafety producing behavior in different development stages. The external environment motility that results in the development and improvement of safety producing behavior are also analyzed. Further, we build the system of safety producing behavior from the aspects of risk, engineering and credit.The extent of safety producing behavior maturity in the process of executing engineering construction is directly related to the effect of the prevention and prohibition to safety accidents. In this paper, we build a maturity model to quantify the executing situation of safety producing behavior. Combining with the factual situation of engineering, we apply the method of set-valued statistics and fuzzy metric to quantify the execution of safety producing. We also studied the structure change regularity of the improvement of maturity to the prevention and prohibition to safety accidents, which can testify the effect of the improvement of safety accidents.It needs input to execute engineering construction safety producing behavior consequentially, which can bring in safety benefit. Starting with safety economy regularity, this paper studies safety investment source of safety producing systematically and build a safety investment analyzing table, establish two index to measure the effect from input to output. The terminal result of engineering construction safety producing behavior reflects in the safety situation of engineering construction. In this paper, basing on the definition of the notion and connotation of engineering safety evaluation, conforming to the principle of comprehensivity, science, and rationalization, we establish a triple index system to evaluate the situation of engineering construction of every index. Applying the methods of improved AHP and grey system theory, we realize the systematic evaluation about safety situation of engineering construction. At last, we gave an evaluation example.
