But, because the compete in construction industry is more and more fierce, the construction technology is more complicated, the construction companies over-pursue the one-side profit, the employee’s safety problem is ignored, safety accidents happen frequently and the environment is often destroyed. HES management is based on the basic management of the tradition of quality, process, cost, safety and information, it is the kind of model which is quired the higher demands on the construction site, it is required to based on the human, dynamic control, predict control and improvement-keeping.Based on these, this paper is started with the establish of the construction site HES management, analyze and design the construction site HES management information system, and has implemented partial function of HES management information system. Blow is the research result of this paper:First, established the construction site hes management system. This system include8primary elements and24secondary elements, follow the PDCA model. The goal is based on the human, to make sure the safety of workers’ life and property, to pay more attention to comprehensive utilization of the site various resource, to try the best to reduce the emissions of pollutants to devoid the broken on the surrounding environment and to implement the harmonious development of evironment, society and economic.Second, made a frame of construction site HES management information system, divided the HSE management information system into2parts:HSE management and HSE management evaluation.In term of hes management, if considering from human, subject and environment, it includes login Administration, health management, safety management and environment management. HSE management evaluation includes establishing management evaluation, determining the HSE evaluation index, evaluaing every part of hes and finally can get the hes’comprehensive evaluation. At the same time, HSE management evaluation makes the function analyses of each model and sub-model and discribe its function.Third, analyzed the function which construction site hes managemtn information system should have and describe its function basically. Use Visual Basic programming language and Access database technology to implement partyly the function which the construction site HSE management information system contains. And made HSE management information system work for the related function of construction site HSE management.Last, according to the construction site HSE management content, established construction site HSE management evaluation system, determined the HSE management evaluation index and evaluation method and can evaluate the construction site HSE management level. Judged Intuitively the construction site management’s vulnerabilities to make sure can pay more attention to it in the future management work.
