Power industry playsan important role in national economy and society. With the de-velopment of society and economic, the demand for electricity grows rapidly. Power indus-try enter the era of large power grids, large units, high-voltage. As the development of ofUHV AD and DC technology and application, traditional power system planning faces newchanllege.To solve this problem, a new method of construction sequence of bulkpower system isdeveloped. In difference of traditional method, it has a whole evaluation index system. Thispaper will first introduce the importance and thought of the creation of evaluation indexsystem. In particular transient stability analysis index will be presented in detail in this pa-per. Transient stability analysis index system include both index in the optimization processand index after the optimization process.The more balanced the power grid structure is, the smaller the trend shift occurred af-ter the breakdown of the grid and the easier the power gridto transfer to a stable state. Sostructural balance index is used to describe the transient stability in the optimizationprocess of construction sequence.Firstly, the electrical betweenness is improved.The electrical distance between gene-rator node and load node is added as a weight, which can make more accurate evaluation ofthe effect of power transmission between nodes on the whole power flow, and will makethe result conform to reality. Then, entropy is introduced into index system to describe thestructural balance of construction sequence. A small example test system is used to modifythe construction sequence of power system. The result of index in the optimization processand index after the optimization process is of consistency, and it shows that the transientstability analysis index system is effective to power grid. The transient stability analysisindex system is able to value the stability of power grid.In this paper, a study of stability constraints on construction sequence of bulk powersystem is developed to provide a reference for the construction sequence of bulk powersystem.
