Study Of The Investment Control System And Performance Evaluation In Chinese Diplomatic Compound Construction Project

With China’s ever-rising overall national strengh as well as its rapid developmentof diplomacy, the demand for and investment in the construction of premises ofdiplomatic missions abroad continue to increase. However, there’s relatively littleresearch on investment control and management of such construction projects, andadministration in such domain remains comparatively poor, it is therefore of necessityto enhace research in relevant area.This dissertation provides above all general information on constrcution projectsof diplamatic premises as well as their outstanding features vis-a-vis other genericprojects, and it provides an analysis of the present situation, exsiting problems andtheir causes of the investment control and management of projects in question. Thethesis seeks specifically to establish, without making major adjustment to the currentproject management and working method, a model of investment control system onboth institutional and managerial aspects, aiming scientific and resonable investmenteffectiveness. On institutional aspect, it involves examination/approval, supervision aswell as accountability mechanisms. The managerial aspect include Total CostManagement,“static management and dynamic control” approach and performanceevaluation system. The author then presents a way to solve existing problems withcurrent investment control of construction projects of diplomatic premises, whileexplaining reasons why institutional aspect weighs more managerial level. In the end,the author inroduces a case study with one particular dilopmatic premises project,assesses its investment control performance by way of analgtic hierarchy process andfuzzy comprehensive evaluation, thus validating effectiveness of his investmentcontrol system.
