With the development of project management theory and changes in thehuman-made models, domestic and foreign manufacturing enterprises haveintroduced project management method in the mass customization. ETO mechanicalmanufacturing enterprise needs to use the scientific management methods. BecauseETO type machinery manufacturing enterprise is different from the generalmanufacturing enterprise which include the business about life consumer and massraw materials productions. Its products have intensive technology, intensive capital,complex manufacturing process, and parts numerous. Due to involves multiple sectorand personnel and need products of delivered period requires strictly in the ProjectExecutive process, it must strictly control duration and progress. So it is necessarilyfor ETO type machinery manufacturing development to apply project managementtechnology in management. In other word it is a internationalization of developmenttrend. The paper bases on the ETO machinery manufacturing enterprise projectmanagement background which study multi-project resource allocation andoptimization technology about the throughout the product lifecycle process. The maincontents are as follows:(1) Describe the method of multi-project scheduling on the domestic and foreign,developing situation and existing problems. Introduce the essential elements of theproject management and project management features. Put forward resourcescheduling problems and optimization methods at the current enterprise multi-projectmanagement. Finally research the multi-project resource management by geneticalgorithms.(2) About the application of project management technology in the ETO mechanicalmanufacturing enterprises, put forward ETO machinery manufacturing enterpriseproject hierarchy and decomposition methods. And on the basis of the projectstructure reasonable decomposition, Enterprise project planning scheme is putforward. Finally, according to the enterprise project planning, project managementsystem is proposed in ETO enterprises overall system function module which makes the project management technology can be effectively applied in ETO typemachinery manufacturing enterprises.(3) Construction of mathematical model of multi-project resource allocation.Elaborated the initial configuration identification, construction of chromosome,choice about genetic algorithm.According to the characteristics of the modelsolution model, propose improved genetic algorithm for optimal solutions. Finallytestifies, optimized resources configuration in meeting business objectives.(4) Finally, the paper puts forward needs and objective for ETO machinerymanufacturing enterprise project resource allocation of prototype systems, gives thefunction module, the prototype system development environment, implements aprototype system.The system gets good results in a specific application.Project optimization problem is one of the difficulties in the field of science andengineering research. This paper which based on the studying the current projectschedule, project management theory and through researching on mechanicalmanufacturing enterprise of the ETO resource scheduling problem to depict theirmathematical model uses genetic algorithm for resource allocation problems. At thelast, it proved that genetic algorithm can produce a very good solution. Through thetopic research, it provides a comprehensive reference system which help enterpriseknow how to realize this research on the subject of project management, increaseresource utilization, shorter duration, improve the level of management, and realize enterprises’ strategic significance.
