The urban transport problems caused by rapid developments of motorizationsbecomes more and more serious and the developments of public transit are taken as animportant public policy to ease traffic congestions by many cities’ department oftransportation. Bus Rapid Transit (BRT)----an important part of the transitsystem----has played an important role in38cities and regions all around the worldsuccessfully. In these cities and regions, BRT have achieved some success, theone-way passenger volume in Bogotáand Guangzhou at rush hour is beyond20,000.With the acceleration of urban mobility and the current situation in Tianjin city thatthe more and more worse traffic congestions, the relatively low level of transitservices and the metro is not yet large-scale enough, it becomes an issue that if theBRT is needed and how to develop the BRT.This paper captures the meaning and elements of BRT systems, studies thedevelopment and research experiences from both home and domestic combined withanalysis of the specific development environment of BRT systems in different cities.SWOT analysis is also conducted to discuss the applicability of different BRTdevelopment mode including BRT presented as the main part of the transit and theBRT together with metro presented as the main part of the transit. With the help ofstrategic management theory, system management theory and the principles andknowledge of management economy, the paper summarizes the evolution of citytransit structure and dissects the characteristics of the cities who are suitable for thedevelopment of BRT. Combined with the external development environment, theTianjin Transportation development strategies are proposed as well as the transitdevelopment strategy and the development target. The analysis is conducted todefinite Tianjin BRT from three aspects: the passenger demand, the roadway networkconditions and the economics.Based on the definition of BRT roles in transit system, the paper makes a studyon the BRT corridors. Taking layout of urban land use and urban passenger demand asthe starting point, considering the metro network convergence and roadway networkresources, the BRT layout planning is proposed. Tianjin BRT corridor mode isdetermined by the comparative analysis of three kind of BRT corridor model features,combined with the actual situation of Tianjin city from four aspects: city morphologyconsistent with the traffic demand, BRT cost features, BRT technical characteristicsand social benefit. Through this research, it is hoped to make some help on the issues of thedefinition of BRT role in transit system and also on the BRT corridor chosen problem.It is also hoped to make a beneficial exploration on the related issues of BRT to makea contribution to the Tianjin constructions.
