With the scale of the power grid expanding constantly, operation mode adjustment andmaintenance operation task of power grid are more arduous and complex. The dangerous pointsexist in the traditional telephone-ordering mode for dispatching operation, including phonologicalambiguity, lack of information, monitoring blind spot, misreading, misunderstanding andinterfering with accident treatment. Phone line and "traffic jam" phenomenon occurred frequently.This low safety and low efficiency ordering mode has been unable to meet the developmentrequirements of modern large power grid. At the same time, the dispatching is facing enormouspressure. The dispatchers have to deal with multiple production management system in operation(such as EMS system, DMIS system, management information system of safe production,dispatching reporting system, electricity reporting system, Short information release system,network ordering system of Guangdong power grid dispatching and communication center, peakload shifting ordering system of Guangdong power grid dispatching and communication centerand so on). Since the data fail to achieve exchange and management between the systems, thedispatchers have to face the complicated operation in the information systems such as query,check and input. Part of the contents even must be recorded repeatedly in different systems, and itincreases the burden of work.In view of the above situations, this article studies the dispatch intelligent command platform,which achieves province and region integration. This platform uses the information integrationstrategy of Oracle Service Bus(OSB) pattern and applies data exchange technology such asXML-RPC、Web Service、CORBA etc. basing integration、modularization and intelligent. Theestablishment of information interaction mechanism from the power grid equipment model whichaccesses form the EMS and the management information system of safe production. On the basis,it develops several practical business modules like intelligent operation ticket、network order、maintenance management、work ticket management、dispatching log and so on. According to thenature of dispatch, these modules highlight the features of integration and collaboration,providing technical support for the daily dispatching operation. Overall, the on-line application ofdispatch intelligent command platform regulates the daily power grid dispatching process, solvesthe information problem which dispatchers switch operation frequently between multiple systems, and achieves the change of dispatching order model from the telephone-ordering mode to thenetwork mode, which can effectively reduce the dispatching operation personnel’s work load. Itrealizes the harmonious unit of its quality and its benefit, its security and its efficiency ofoperation.The study and practice of the dispatch intelligent command platform which this paperpresents, has been applied in daily dispatching operation of Foshan Power Grid. It has achievedremarkable results, which will provide solid foundation and construction experience for theunified promotion within the province.
