Satisfying the requirements of substation power factor and reactive voltage optimal control implementation are of great significance in ensuring the quality of voltage and reducing the power system network loss, and they are also one of the best ways of ensuring stability and economy of the grid. Comprehensive research situation at home and abroad, the substation lack of the coordination control of power factor and voltage control during the substation operation process. Voltage compensation or the power factor compensation is conducted independently under the condition that voltage exceed specified limits and power factor exceed specified limits, it does not consider that the compensation whether cause the other constraint condition nearing or out of the their limits, and with the development of the power grid, the coordination control contradictions between power factor and voltage is increasingly prominent. In order to meet the requirements of regional power grid substation reactive voltage management, the substation must achieve uniform control of power factor and voltage.This paper analyze the basic principle of power factor and voltage reactive control of regional power grid substation, and make the correlative analysis of influence of reactive voltage control on the network loss. A mathematical modal of power factor and voltage reactive control of regional power grid substation in which the objective function is the substation total active network loss, the constraint conditions is power factor, voltage quality, does not have the phenomenon that reactive delivers in the low voltage side and so on, is proposed in the paper on the basis of concluding the substation typical connection mode, and the enumeration optimization algorithm used in the model are studied. According to the substation equipment parameters and the operational parameters got from the SCADA system, fully enumerate combination scheme of substation reactive compensation capacitor group and the main transformer tap, do the relevant calculation of each scheme, then, select the scheme that satisfy all the constraint condition and make the objective function get the minimum solution as the optimal control combination scheme. If there is no combination scheme that satisfy all the constraint conditions, take the combination scheme that most close to the constraint conditions as the optimal control combination scheme.This paper design and develop a software which applied in the optimal control of substation power factor and reactive voltage control, using the Visio 2003 as a development platform, using the professional computer technology and the secondary development of technology with VBA. The software has good man-computer interaction interface, intuitive and simple operation, and realize the follow function: graphics function, data management function, computing function, the optimal control scheme selection function, generating report function. At last, this paper prove the feasibility and effectiveness of the proposed calculation method and he system software through the actual example.
