In recent years, a lot of carbon dioxide and other greenhouse gases emission, causes global warming occur. "More coal, less oil, and the lack of gas", China’s energy structure determines coal’s long-term dominance, high demand of fossil fuels, and the emissions pressure.is enormous. The way to reduce emissions of greenhouse gases are:improving the efficiency of resource use, developing clean energy, carbon capture and storage (CCS) an so on. China’s coal is very rich, and the huge potential of carbon sequestration, many scholars believe that CCS has broad prospects in our country, the government also has a positive attitude to CCS, as it for one policy of actions to mitigate climate change. Carbon dioxide emissions from thermal power plants concentrated and easy to capture, and is the single largest emission industry, every country as it the first carrier to use CCS technology. Carbon capture and storage system network is huge, if it into commercial application, cost huge, it will become a major issue in our country. Therefore, the network layout for Power Plant in China on CCS technology involves huge economic benefits, also related to the sustainable development of society, economy and environment, so it worthy to study and discussion.Therefore, the paper chooses large thermal power plants as the research subject, for layout and optimization study of carbon capture and sequestration. Due to the current controversial of carbon capture and storage technologies, based on the extensive literature review, the paper first to analyze the prospects and feasibility of CCS in coal-fired power plant. Then, according to the characteristics of CCS networks, based on minimal spanning tree method, introduces ArcGIS geographic information system software, with system’s lowest total as the objective function, constructed CCS network layout model of thermal power plants, use LINGO software to solve it. The model take many factors into account, as each plant’s Carbon emissions, storage capacity of storage places, each plant’s average capture costs and every storage’s storage cost. The paper also decisions the potential sequestration sites and determines the theoretical optimal layout scheme. Finally, Paper introduces the improved saving mileage method to optimize the program in follow situations:such as the transport pipe network through domestic sea. Each thermal power plant emissions sources directly connected to the department of storage, caused a lot of unnecessary transport. In northwest or northeast or other remote areas, the number of carbon emission sources and storage sites is asymmetric.The main results of this paper are as follows:(1) The paper analyzes the feasibility and prospects for thermal power plant to introduce CCS technology in China. This paper detailed analyzes the emission structure in China, emission spatial distribution and the trend of the power sector. Combined with the characteristics and development status of CCS, this paper summarizes that the CCS technology’s future is very bright in our country, form capture technology respect, power plant’s spatial distribution respect and storage potential respect.(2) This paper constructs the network layout model for thermal power plant to introduce CCS technology. Based on the minimum spanning tree and nonlinear programming theory, use the lowest total system cost as the objective function, as thermal power plants’ emissions and the capacity of storage sites for constraints, building a network layout model.(3) This paper optimizes the theoretical layout scheme. Introducing the improved saving mileage method, optimizes the theoretical scheme, let the final layout plan more in line with China’s actual situation, and according to the final layout of the program, put forward countermeasures and suggestions for our country to introduce the CCStechnology.
