There has a vast inland area and an enormous population in China, there is billions of passengers involved in transportation each year. The existing highway, railway, shipping and air transport cannot meet the huge demand for transportation. With the development of the national economy level, the development of high-speed railway and improvement of the ability of railway transportation are imperative. According to the national long-term planning, China’s government aims to have 120000 kilometers or more in rapid passenger transport railway by 2020, the development of high speed railway in China’s sustainable development strategy of 21st century will have the profound significance and influence.At the same time, the improvement of train speed and traffic density has put forward higher requirements for the safety of railway operation, enhancing the reliability of railway signal system has become the top of priority. Analysis of signal system statistics data over the years has shown that the track circuit failure accounted for about 40% of the entire signal system failure, frequent track circuit fault decrease the reliability of the whole system and impact on traffic safety and transport efficiency seriously. Shunting of track circuit state is divided into normal occupancy, idle, failure occupancy and poor shunting, when bad shunt failure, train position is unclear, may lead to traffic signal error upgrade and create a risk of collision; when the failure occupancy occur, the situation is unknown, will not only reduce the efficiency, but also may affect traffic safety. Therefore, strengthening the research of section track circuit shunt state, to solve the potential safety problems very important and urgent for the railway system and even the healthy development of the national economy.According to the track circuit shunt fault interval frequently, the existing railway signal system in train occupy the fault protection measures were analyzed and summarized in this paper, combined with the actual operation situation, we proposed section occupancy inspection logic and train operation range of the protective logic based on the "three section inspect" theory, and summarized the mathematical model of logic, using the method of track relay status and temporal changes regularly without any increase of the existing signal equipment, to occupy the fault section identification, and using various means to protect the identified fault. Then, to verify the proposed inspection and protection logic, using the model and the related method of programming, built interval shunt fault analysis simulation platform in Visual C++ 6.0 which can set the interval section and interlocking, communication failures, etc. To protect the safe operation of the train in simulating various fault scenarios of logic above.
