Travel time collection and evaluation are the basis and foundation for advanced traffic information system to analyze traffic operating conditions. Travelers, traffic authorities often use it to evaluate the traffic situation or be a basis for traffic decision-making.Handoff-based cellular probe technologies have been proven to be an important means for intelligent traffic information collection due to its low cost, large sample size, and intensive spatial coverage. However, two consecutive sampling points of the identified vehicle may cover a partial link and/or several links. Consequently, if the goal is to derive travel times of individual links there is a need to allocate the path travel time to the individual links and/or partial links traversed by the vehicle. For freeway, its operation is simple and the basic distance-based travel time allocation works well. In particular, urban roads with signalization effects and many other influencing factors are difficult to handle in this context. Stopping waiting time and delay of acceleration or deceleration caused by signalized intersections should be considered and the delay time is mainly composed of signal timing and control type at signalized intersections. However, the existing urban travel time allocation methods have not assumed that the signal control facilities and signal timing is known. Some models take the signal control facilities related information into account but the model inputs are overly complex and weak in portability.We assume that detailed information regarding the operating characteristics of traffic control devices (e.g. traffic signals) is known, the paper proposes the modified Hellinga model and signal time series model for the precise allocation of intersection delay. These model are discussed and compared with an analytical estimation model which was developed by Hellinga and a neural network model. A wireless communication and traffic integrated simulation model was built to obtain the mobile phone handover data in undersaturated conditions and oversaturated conditions. Results suggest that the modified Hellinga model and signal time series model outperform the other models in undersaturated conditions and the modified Hellinga model is also best in oversaturated conditions...
