Affordable housing project is an important project that benefits the people nowadays; it can make more people to enjoy the housing policies. At the same time, the price of affordable housing is restrictively managed by the government, the corporation is unable to increase profits by raising selling prices.Therefore, in the construction process, the relevant construction units would reduce the project cost by strengthening cost management and control, to obtain relatively high profit. Because the cost control of affordable housing is more difficult, the cost management and control therefore became more important. The design phase is the critical aspect in the cost control process, especially the preliminary design stage, this rule applies not only to the ordinary commodity house, but also the affordable housing. However, in practical work construction unit pays little attention to cost control in the preliminary design stage, lacks systematic summary of cost control method, and also lacks depth study of this system, so it is prone to appear cost runaway phenomenon in the late.This paper elaborates the various theory at first, and then collects and reviews the relevant literature of the preliminary design phase, but also discusses the influence factors on the preliminary design phase, and expounds relevant research methods in detail, finally combines with an actual example in Shanghai, puts forward some operational measures and recommendations to the project in cost control of the preliminary design stage, aims at theoretical and practical research on the preliminary design phase of the project cost control, causes the construction sector to concern for cost control in the preliminary design phase, and effectively improve the level of cost control in the stage, while ensuring the improvement of the value and function of the affordable housing.
