In recent years,the earthquake,flooding and tsunami happened very often. And it brought the adverse effect to human’s life. From these disasters, we can find out that the function of preventing disasters and reducing damages fall further behind the development of cities. On condition that people set up the shelter systematically during the urban planning period, the loss of the city would be reduced, much more safe shelters would be provided, and reducing secondary disaster. The systematic structure and study of the shelter will be the importance of the development of the preventing disasters and reducing damages.The main research object of this paper is Baicheng’s shelter. On the basis of our national condition-frequent disasters, the condition of the rescue and the victims setting, and the disasters caused enormous suffering to civilians. We can see the importance of building the large-scale shelters. By studying the references, base on the research and analysis of the domestic and overseas current situation, we researched and analyzed the setting and planning concept of the shelters. And ensure the research programme and frame of this paper. After studying the other researchers related notion state, give the definition of the shelters.Secondly, aim at the distribution of Baicheng’s geology, landform and disaster and the setting of shelters which we have already had and the problem they had. We have a detailed survey and analysis. And forecast the the number of the civilians and the demanding quantity of the shelters.At last, I have a systematic structure and studying on Baicheng shelter’s layout, set selection and the future development.
