Along with the developing of the society, the degree of urbanization is continuously improved,and the population density rising, multifarious natural disasters, such as earthquake, fire hazard andfloods, which increases the destructiveness to the human being. For men, it’s important to do thepredictions and preventions in city. Though, basic on nowadays researches’ situations, the research ondisaster prevention and refuging shelter of city that we are working on is based on the artificialsurveys and the materials of the building itself. This kind of method is ancient and conservative, notonly it takes long time to obtain the attribute information, but also not guarantee the real–time updateof data, which means time and endeavors’ consuming do not swap back a satisfactory result. Over thepast few years, with the speedy improvement of science and remote sensing technologies, especiallythe universal use of high resolution civil remote sensing satellite, there find a new breakthrough forthe disaster prevention and refuging shelter. In another words, it is the application of remotesensing technology in the disaster prevention and refuging shelter. This paper is focus on theapplication of high resolution remote sensing image in the disaster prevention and preventions.The urban buildings, roads, plants and the rivers, studies shows, are clearly visible in the highresolution remote sensing image, unify and sharp the shadow boundary and spectral signature are,from which it can gain the3D information from the shadow of buildings with a series of operations.Therefore, this paper offers a brand new method of obtaining the3D messages of buildings. The datais gained by ArcGIS from the remote–sensing image of building shadows, based on what apply themethod in one experimental site, which provides useful data for the designing of the shelters.This paper combines with the developing statue of the high resolution remote sensing image andthe statue of disaster prevention shelter, put the importance of remote-sensing images forward, andstill come up with the principles and methods of using the high resolution remote-sensing image toobtain the attribute information of buildings. The method cuts the line in the shadow projectiondirection by using the shadow vector data, and calculates the shadow length. It avoid not only thevectors’ calculation, but the calculation of the shadow length can be quickly and accurately evenwithout parts of the vectors.The application of the method takes the Caofeidian district in Tangshancity as subject, using the method mentioned bellow, portrays the topographical map of urban area andgot the information of buildings. The result can basically meet the requirements of the urban disasterprevention shelter designing, which owns very important practical value itself.
