| Petrochemical liquid loading process is a complex system that include human machine environment and management factors, the operators are lack of education and safety quality, plenty of mechanics and facilities functioning in the terminal, different operating method and injuries that caused and with a tough working condition for operators, these all made it necessary to identify and evaluate the hazardous factor of liquid loading process. In this paper hazard and operability study and risk matrix are applied to analyze and assess process risks, risks and hazards been identified and summarized into a risk source data base. Through comparison of requirement and standard of process safety management from domestic and overseas, evaluate the existing management system files and control measures of the enterprise, based on updated risk information database, the existing file and measures had been improved, new control tools had been developed. At last petrochemical liquid loading process safety management system had been developed based on information technology, the system integrated online safety education, training and testing module safety management file operation, process work sheet and all new control tools. Providing a specific, meaningful and information-based solving plan for petrochemical terminal liquid loading process.Even though this paper take petrochemical terminal liquid loading process as an object, the contents which include the identification method of risk and hazard factor, the thoughts of choosing process hazard analysis, improving safety system files and control tools, informationize process safety management can be used in the industry with the same conditions as petrochemical industry, the whole process of thinking can be applied in other kind of terminal. |
