Electric utility industries which involve national economy and the people’s livelihood are the economic lifelines of a country. In recent years, with the advancement of strong smart grid construction in China, our country has the world’s highest, most complicated structure of power grid voltage level. Transmission power fluctuation will cause big changes in the network voltage, and realizing voltage and reactive power control (VQC) becomes an important technology topic. Voltage and reactive power control is an effective mean to guarantee the safe and economical operation, and improve the voltage quality. People pay more and more attention to the operation effect of reactive power and its optimal control.This paper discusses the voltage and reactive power integrated control principle, gives the mathematical model, points out the basic control objective of the voltage and reactive power integrated control. Mainly analyze the operational model of the ’five zones’ control strategy, the borders of the control, the action areas, the blind areas and so on, propose a new method that using fuzzy control theory control the voltage and reactive control of the substation on the basis of the’five zones’ control strategy gives the mathematical model, points out the basic control of substation voltage reactive control target.This paper analyses the shortages of several calculate methods for voltage and reactive power control and several control approach applied in fact in substation nowadays, and puts forward a new approach for the control of voltage and reactive power in substation by at the basis of fuzzy neural network theory (FNN). This paper also constructs the model of the control of voltage and reactive power in substation by FNN. Based on BP algorithm and the substation voltage reactive power calculation method of fuzzy neural network are discussed. Through the’five area figure’control strategy of fuzzy division, the’five area figure’ based on the control strategy of the operation and distance criterion to judge the action of the regional strategy, as the fuzzy control rules of fuzzy controller. Secondly the analysis of fuzzy control rules, you can get,’five area figure’ control strategy is used to the fuzzy control can effectively improve substation transformer substation voltage reactive movement situation, to overcome the current widespread use in the substation voltage reactive control partition method of existing deficiencies.Finally, using voltage and reactive power fuzzy control that based on the ’five zones’ control strategy to simulate the substation. Through the analysis of the different fuzzy membership function of the simulation results, not difficult to find:the fuzzy membership function have impact on the simulation results, but the basic trend is the same, contrast the voltage and reactive power fuzzy control that based on the ’five zones’ control strategy with the improve’nine zones’ control strategy, can effectively reduce the Action times of equipment, improve the voltage quality and reactive power distribution.
