Voltage is an important index to judge the quality energy. The voltage quality affects the quality of industry products directly. In order to ensure the whole system operate economically, power department equip transformer with onload tap changer and shunt capacitors for most distribution substations, according to the operating condition, adjusting the position of transformer taps and capacitors can control the variation of voltage and reactive power exchanger of distribution substations and power system in certain extent. The substation voltage and reactive power control approach are studied and adopted at large in the meantime.This paper analyses the shortages of several calculate methods for voltage and reactive power control and several control approach applied in fact in substation nowadays , and put forward one new approach for the control of voltage and reactive power in substation by at the basis of fuzzy neural network theory (FNN). The paper also constructs the model of the control of voltage and reactive power in substation by FNN. Meanwhile, the paper discusses the calculating method using BP calculating arithmetic, and adopts the changing step method, adding momentum item method and changing slope method to quicken the speed of convergence in the calculating process.The paper workout the calculating software for voltage and reactive power control substation at the basis of fuzzy neural network., and finish emulation model calculating process . The study shows that this control approach can overcome those shortages of the methods which are adopted to control voltage and reactive power in substation nowadays, it can hold the voltage level in the regular bound and maintain the balance of reactive power in substation to the greatest extent, and it have the ability to seek the best solution. Adopting this methods, the switching times of loaded taps and capacitors can be decreased efficiently and advance the running life-span of the transformer andcapacitors and improve the economy benefits. This control approach is a advanced wayIIand it is worth to study more and utilize.The paper also out comes the primary study about the hardware frame.
