Research On Promotion Mechanism For Renewable Energy Applications In Rural Areas Of Hunan Province

As fossil energy has been running up and energy crisis emerged, exploitation of renewable energy become a solution to those problems. China is the biggest developing country in the world that is also an agricultural country. Energy supply has been a tough situation in village where 80% Chinese are living. Fulfilling the historical duty of building new socialist harmonious countryside was asked and exploitation of renewable energy was regarded as the main emphasis by the Communist Party of China in the Fifth Plenary Session of the Sixteenth Conference of the Communist Party. Rural renewable energy is affecting the strategy, finance and policy.As a major agricultural province, Hunan Province where renewable energy is rich researched renewable energy with some success in villages. But the level of it still fall behind compared with other provinces, because of many factors that limit the development. Renewable energy of Hunan villages is addressing opportunity now. A scientific and reasonable romotion mechanism must promote exploitation of renewable energy. Under such condition, formulation and detail of romotion mechanism worth further studying.This thesis firstly offers a brief analysis of renewable energy at home and abroad and choses three famous and successful region cases to study. Experience and inspiration are summarized by analyzing of cases both at home and board. Then,9 typical villages will be chosen and studied by sample survey with the help of local building authority. Specific methods are issuance and collection investigating forms and questionnaires and investigate data analysis by weighted-average method, are used to conclude current renewable energy situation and some problems of Hunan Province. At last, on the basis of full discussion and field research, corresponding policy recommendations of many aspects, such as strategic goal, development framework, policies and regulations, technical support and supervision and administration, are put forward.Exploitation of renewable energy in Hunan provides a new way to gain clean energy, improves environment in rural areas effectively and promotes transfer of production and life-style. It is a method conducive to sustainable development in Hunan rural areas. In the meantime, the research in this paper is useful for promotion mechanism of promoting renewable energy.
