The energetic transition rhymes with the emergence of renewable energies. The supply of these sustainable energies is a key element that underpins balanced, resilient and dynamic development. When we talk about renewable energies,it raises questions about the evolution of public policies that accompany these energies. In order to respond appropriately to the serious energy crisis in many African countries,West African countries have committed themselves to ensuring that a large part of energy consumption is met by renewable energy. This transition involves a unique combination of investment, budget allocations and public incentives.Benin has set up a series of measures to encourage the use of renewable energies. These initiatives are part of a global dynamic to promote sustainable development but also respond to the search for national energy self-sufficiency.The objective of this study is to analyze public policies engaged in the promotion of renewable energies. To this end,it is necessary to use a comparative analysis to analyze the different instruments for regulating and promoting available renewable energies, characterize them while showing the different advantages and disadvantages of each instrument, based above all on an indepth review of the literature. Then,a presentation of the current situation was made, starting from the energy situation to the country's renewable energy potential. Finally, using the Strength,Weakness,Opportunity, and Threat Analysis approach, the analysis of the various public policies for the promotion of renewable energies was carried out.The analyses of this thesis highlight that the policies and institutional framework stimulates a dynamic that conditions investors' choices, and also the difficulties encountered by developing countries in their renewable energy policy. This study proposes a decentralization policy for the renewable energy sector. This is accompanied by a unique combination of investments, budget allocations and political incentives where the private sector will have a big role to play,so that the goals set for the 2030 horizon are achieved.
