To build the modern water network is Tai’an City comprehensively address the uneven distribution of water resources, to achieve the urgent need for sustainable use of water resources,is an urgent need to protect the safety of flood control, improve flood control capacity, is to improve the ecological environment and promote eco-city construction of the urgent need, is to achieve water conservancy modernization important carrier.This article mainly in the premise of hydrology and water issues explored in the city of Tai’an, discusses the basic theory of the modern water network, explicit knowledge base of modern water network planning, put forward the modern water network planning goals and ideas, and construct the overall layout planning networks, and analyzed four goals accessibility, economic, social and ecological benefits and so on. The main research results are as follows:(1) The modern water network construction mode include water-based network 、 water dispatching network 、 water linkage network in three parts. Water-based network is the material basis for smart water network, the information network is decision support smart water network, the management network is a central control hub for smart water network, have accessibility, systematic basic features, controllability, intelligent features and attributes of safety, efficiency of the target feature, Composed of point, line, face three kinds of basic component. Modern water network construction projects mainly reflected in three aspects, the water system construction, water conservancy construction and water cycle scheduling information management system.(2) Through the analysis of the situation and water regime of Tai’an, there are serious flood and water logging problems in Tai’an City, the reasons include the lack of capacity of flood control engineering, flood risk management level lag, flood control non engineering and technical means and information construction lag.Water resources shortage of Tai’an city is severe, mainly due to the shortage of time and space allocation capacity of water resources、water resources supporting projects 、the anti risk ability and unreasonable structure of water、the inefficient utilization of water and the ability to monitor and complement management system. At present Tai’an city ecological degradation phenomenon are more obvious, mainly due to the governance low standards of soil and water loss、the construction of sewage treatment facilities and the citymodernization and industrialization development not supporting、Ecological construction started late、Capital investment and policy support dynamics is insufficient and other aspects.(3)Based on the connotation of modern water network planing characteristic and construction target, the modern water network construction planning of Tai’an city should be carried out in accordance with the "centralization—decentralization –combination – regulation”, and were determined the layout scheme of water- based network、water dispatching network and water linkage network。The overall layout of flood control and disaster mitigation planning for water-based network is“river flood unobstructed, hydraulic joint scheduling, flood multiple uses, hennessy pesticides balance”, the overall water resources allocation pattern is “Abundant water, unobstructed flow, reasonable dispatch, efficient co-ordination”, aquatic ecosystem planning pattern is “ecological water rich, water quality up to standard, water ecology scenic, river and lake health”; Construction layout of water linkage network can be summarized as “a center, two platforms, four systems, six parts”; Construction layout of water dispatching network can be summarized as “one two three four five”, in detail is “integrated management, two mechanisms, three systems, four focus, five support”.(4)Reachability analysis based on comprehensive index, indicators of water resources, flood control indicators, water ecological indicators showed that four aspects of indicators can be achieved, target accessibility is good. At the same time, it can increase water supply capacity, reduce flood damage, ensure the safety of the residents living water, protect the safety of river and flood control reservoir, improve the urban and rural ecological, economic and social benefits are significant. At the same time it can ensure ecological water Dawen river along, reduce groundwater overdraft, promote groundwater conservation, reduce soil erosion, promote the integrity of wetland ecosystems, improvie water sources and water quality of urban water environment, significantly improve the water function zones compliance rate, remarkable ecological environment.The results of this study have important significance for accelerating the modern water network system construction of Tai’an city,solving the drought and flood disasters, the shortage of water resources and water ecological fragility problem,improving water conservancy informatization and water management level.
