With the promotion of urbanization and the expansion of urban space, construction land grew expands quickly, which brought huge pressure to cultivated land environment, as well as loose urban structure and inefficient use of urban land. In such a situation, an opinion that "urban planning should focus on limiting turban boundary instead of expansionary planning" was proposed in the Central Urbanization Working Conference and the National New Pattern Urbanization Planning. Urban planning and land planning were both for economizing land and protecting cultivated land, so they had the same essential connotation. However, they had different urban controlling boundary, which had bad influence on the management and implementation of boundary. So it was necessary to delimit a unified urban growth boundary (UGB). Therefore, in such a situation, it was necessary to study on how to delimit the UGB. Recently, Fuyang District of Hangzhou was developing fast, following the great contradiction of man-earth relationship, so adjustment and perfection of land-use planning were under way now. Based on these, the dissertation treated Fuyang District of Hangzhou as the object of study and studied the delimitation of UGB.After making a generalization of domestic and foreign research progress on UGB, the dissertation proposed a qualitative and quantitative method to delimit the rigid urban growth boundary and flexible urban growth boundary. The rigid UGB stood for safety baseline of urban ecology and the flexible UGB stood for the boundary between urban constructive land and non-constructive land in a given period. Firstly, the study analyzed the development process of Fuyang District and its driving factors according to the remote sensing image date. The result can help the prediction of urban constructive land expansion, suitability evaluation of reasonable urban constructive and delimitation of UGB. Secondly, the study delimited the rigid UGB by the method of anti-planning. The study started with the limited factors, then determined the unsuited constructive area by the space congruence function of GIS. Finally, the rigid UGB was delimited when the boundary was combined with high resolution image after some adjustment. When delimiting the flexible UGB, the study used the analytic hierarchy process(AHP), Delphi technique and the space congruence function of GIS to analyze the suitability of constructive land, and used many mathematical methods, including multiple linear regression model, grey system forecasting and artificial neural network model, to contrastively analyze and predict the scale of urban constructive land. Meanwhile, the study used qualitative analytical method to analyze the influence of policy factors on constructive land and predict the direction of the expansion of urban constructive land in the future. As a result of quantitative and qualitative analysis, the flexible UGB is delimited. Lastly, the study raised some suggestion from the delimitation and implementation management of boundary, analyzed the shortages and expected the future of boundary delimitation.
