| In recent years,with the vigorous promotion of China’s agricultural industry modernization,the new pattern of rural land management is coming to the fore,the new agricultural business entities(NABE)are becoming the backbone of the new pattern of agricultural scale management and standardized production in China.The appropriate scale management of rural land led by new agricultural management entities has become an important way to promote rural revitalization and agricultural modernization in China.However,when developing the agricultural industry,NABE in mountainous areas appear to emphasize economic benefits at the expense of social and ecological benefits.At the same time,when determining the scale of planting,it often refers to the plain areas or simply pursues scale,resulting in low production efficiency;and the existing agricultural infrastructure is difficult to meet the needs of agricultural industry development,all of which threaten the sustainable development of the agricultural industry.Countermeasures and suggestions were put forward to improve the comprehensive benefit of new agricultural management subjects,moderate scale management level,planting scale efficiency and agricultural engineering management level.In view of this,this study takes the typical counties in the Pelvic region of Sichuan Province as an example to evaluate the comprehensive benefits(economic benefits,social benefits and ecological benefits)of the large-scale operation of rural land implemented by the NABE,and explore the obstacle factors for obtaining comprehensive benefits.Scientifically determine the appropriate scale of rural land scale management,analyze the key driving factors affecting the scale efficiency of the NABE,and identify the weaknesses of agricultural infrastructure in agricultural development.Specifically,based on the survey data of NABE,the index system of economic,social and environmental comprehensive benefit evaluation,the input-output index system of the NABE and the index system of influencing factors analysis were established.Then,combined with the entropy method and fuzzy comprehensive evaluation method to evaluate the comprehensive benefit of the NABE,the obstacle degree model is used to clarify the obstacle factors of the comprehensive benefit,based on the DEA model to determine the appropriate scale of operation,and the Tobit model is used to further explore the factors affecting the scale efficiency of the NABE.Finally,according to the above research conclusions and field research,the significant weaknesses in the development of agricultural industry in the study area are explored,and countermeasures and suggestions are put forward for coordinated development with agricultural infrastructure construction to help rural revitalization and sustainable agriculture.The results show that:(1)In terms of single dimension benefit evaluation,the economic benefit(0.130),social benefit(0.098)and ecological benefit(0.950)of professional cooperatives and agricultural enterprises were higher than that of family farms and large farmers(0.109),social benefit(0.030)and ecological benefit(0.904).In terms of comprehensive benefit,the comprehensive benefit of professional cooperatives and agricultural enterprises(0.393)is obviously better than that of family farms and large growers(0.348).The input-output ratio is the key obstacle factor restricting economic benefit,and the use of pesticides and plastic film is the key obstacle factor restricting ecological benefit.(2)In the results of moderate scale determination,there was an approximately inverted U-shaped relationship between planting efficiency and planting scale in greenhouses and non-greenhouses.The appropriate range of scale operation of greenhouses land dominated by NABE is 45~65 mu,and that of non-greenhouses land is 50~75 mu.The input resources of the NABE are used efficiently,the main reason for the failure to achieve comprehensive effectiveness is the inefficiency of scale.(3)In the analysis results of influencing factors of planting scale efficiency,the age of the management subject significantly negatively affected the planting scale efficiency of land moderate scale management;land transfer,land rent and agricultural insurance were all beneficial to the planting scale efficiency of greenhouses and non-greenhouses crops;technical training had a positive impact on the planting scale efficiency of greenhouses crops.Pesticides are beneficial to the scale efficiency of non-greenhouse crops.(4)In Nan-jiang County and Anning River basin,on the whole,most of the NABE need to improve agricultural infrastructure.In the urgent need to improve the agricultural infrastructure,the highest proportion is water conservancy infrastructure(52.03%),followed by transportation infrastructure(32.52%);in terms of the urgent need to improve the agricultural infrastructure of different types of new agricultural operation subjects,family farms,large growers,professional cooperatives,and agricultural enterprises all have the highest demand for agricultural water conservancy infrastructure(30.08%,21.95%,respectively),followed by transportation infrastructure(21.95%,10.57%).(5)This paper suggests:(1)We should vigorously develop professional cooperatives and agricultural enterprises in the pelvic area of the new agricultural management subjects,in the pursuit of economic benefits,social and ecological benefits at the same time,encourage the development of green circular agriculture.(2)We will guide new types of agricultural operators to rationally plan their planting acreage,improve the system of socialized agricultural services,identify local agricultural products with local advantages and characteristics,and establish benchmarks for modern agriculture.(3)We should make short、medium and long-term plans for agricultural industry and agricultural infrastructure,improve the weak areas of agricultural infrastructure represented by agricultural water conservancy infrastructure,and build farmland with high yield,high technology and high standards. |
