Intersection as the key nodes of the urban traffic network, is the connector of different sections and make vehicles and pedestrians running continuously. As urban motorized travel rates continuously improve, people gradually realize the importance of the intersection traffic design. Signal phase design as the core problem of signal intersection traffic design, although had been researched in some ways, it is still lacking. On the basis of existing research, this paper focuses on the study of phase and phase sequence optimization.In this paper, starting from the importance of phase scheme in signal control, demonstrate the necessity of its optimization design. Through analyzing the figure of operating characteristics, elaborate the nature and the basic principle and factors of phase and phase sequence optimization, and putting forward the phase structure design process. After studying the similarity between phase combinatorial optimization and clustering problems, the problem of traffic composition is viewed as a clustering problem, and constructing a phase combinatorial optimization model. It provides a new approach for signal optimization design compared with traditional methods. By analyzing the space-time two dimensional characteristics of phase sequence scheme, identify its key problem:the problem of phase sequence optimization and phase switch node optimization. Respectively, a model for phase sequence optimization based on minimum loss of time is established and the concept of demand degree is proposed.Finally, to verify the validity of the model, four kinds of signal control plan are simulated in VISSIM. As the results show the basic capacity remains unchanged, but the overall delay is reduced by about 35% and achieved equilibrium.
