China has achieved all-round development and revolution of social and economy, which bring further development of heating as well. With the acceleration of urbanization process in China, district heating is more commonly used and heating scale is larger than before, which lead to a constantly increasing heating requirement in urban area. The conflict between the development of district heating in urban area and shortage of energy provoke people to explore and apply new heating technology, promote energy saving from human behavior. The application of heat-metering is the breakthrough of traditional heating technology, the widely use of heat-metering will largely ease this conflict mentioned above. However, China’s current commissioning of heating-metering system has a lot of deficiencies. The thermal environment for occupants needs to be improved. Therefore, heating system has a great potential of energy saving.Since the heat-metering system is adjustable, hydraulic conditions, operation and operation is different from traditional heating system. Controlling and commissioning of heating system with heating meter measurement play a key role in energy saving. This paper focused on study operation and commissioning technologies of heating metering system.In this paper, research background and status of relative research in both China and abroad has been reviewed. Overall introduction of heating metering technology has been given. Detailed analysis of climate compensation technology has shown. A new mathematical model of heating regulation system has been established based on the new characteristic compared to traditional heating system acquired. The calculation of this model has been done by using Matlab software. On this basis, this paper calculate and analysis total heat consumption of heating-metering system and energy consumption of circulating pumps in different mode by using theoretical methods. In the end, this paper analysed energy saving performance of variable frequency operation of circulating pumps under different constant pressure control loop.
