High-speed rail greatly save the passengers’travelling time and induce a large amount of short self-help tourists flow. However, the lack of effective connection between road tourist passenger transport and high-speed rail leads to unnecessary delays of passengers. How to realize the seamless with high-speed rail and enhance the overall transport efficiency has become an urgent task. In view of the High-speed rail tourist flow, the design method of road-rail passenger transport intermodal network is studied, which has a good theoretical and practical significance.Through the high-speed rail passenger travel characteristics investigation, the passenger properties of regularity in travel in personal attributes, characteristics and requirements of service are cleared. Based on the summary of the domestic existing tourist passenger organization form, the necessity of the intermodal tourist transport network design is analyzed between high-speed rail and highway. On the basis of investigating and analyzing the status quo, a variety of methods are used to predict the future in high-speed rail passenger traffic. Considering the status quo and future development trend of tourism, the intermodal tourist transport passenger traffic is forecast, and then matrix of trip distribution in the future from high-speed to scenic spots is get. A bi-level model of intermodal tourism transport network design between high-speed rail and highway is built. The upper model generalized travel costs of passengers and road transport enterprises operating income as the objective function and the lower model is passenger assignment based on the frequency. The genetic algorithm is used to solve the problem. To reduce the computational complexity, on the basis of classifying all scenic area, the route set containing alternative route and alternative node is built.
