The research area is launched in the Haizi Watershed that is located at Liupan Mountain area of southern Ningxia, where the rainfall is relative larger in Ningxia Province. This area belongs to the ecological emigration, which has serious soil erosion region,bare idle large areas of farmland, low vegetation coverage,recessionary the water conservation function, decrease of available water resources. The construction key is the vegetation restoration of ecological emigration area, therefore reasonably determine the ecological water requirement for vegetation has important scientific significance. Research on the basin water ecological environment, determine the suitable for the local water source conservation forests, make the basin soil erosion and vegetation restoration, the effective control and to realize sustainable utilization of water resources is of great significance.Papers use Haizi weather stations in 4~10 months of meteorological data, adopt sans victor and penman method of vegetation growing season ETo values calculated, comparison analysis and two methods. To calculate the correction coefficient of soil moisture and vegetation Haizi basin water requirement coefficient, in combination with ETo values determine the Haizi basin of 5 kinds of main vegetation ecological water demand quota. Geographical coordinates of the basins in this observation, map out the Haizi watershed land use status quo, to calculate the area of different types of vegetation and the area of the river, identified the basin ecological water demand of vegetation. Compare and contrast the annual rainfall of the basin and the norm of ecological water requirement for vegetation, and calculate the different types of vegetation in the growth period of months vegetation ecological water shortage situation. By looking at the water resources evaluation report and the water detailed investigation report, the minimum mean monthly flow method is used to estimate the basin of the river channel in the basic ecological water demand, and make estimates of river water evaporation.The main conclusion is as follows, rainfall can well satisfy the basic growth of existing vegetation; Generally can meet suitable vegetation ecological water requirement, better meet the grassland ecological water requirement, the grass grew well, basically meet the normal growth of shrubs, nursery, other woodlands water requirement, and can’t meet the arbor normal growth water requirement. For large area planting vegetation, optimize planting structure. In addition, the precipitation into a part of, only for the status quo of consumptive ecological water requirement, can form a certain amount of runoff, rainfall surplus. Prediction results show that the coefficient of ecological water requirement and ecological water requirement in 2020 modulus increased than in 2014, thus increase the vegetation area, increase ecological water consumption, reduce ineffective evaporation of water consumption, is an effective way to improve the basin ecological environment quality.
