In this thesis, the design of embedded real-time operating system based on the ARM processor with the power-management communications with a cost-effective reliability, real-time response capabilities, and other features. It is very important to the transformer substation automation system for the development of practical value.At first, there is for the management of the communications function and performance of a needs analysis, using data flow diagram of the method analyse power-management communications sending working methods of data up and down. On this basis, the overall design of the software to have been completed the plan and the detailed design of the modules, real-time data organization, and so forth. In the software development completed two representative communication protocol cycle CDT Statute and the responses of 101 statute, as well as two Statute conversion method. These two agreements represent a substation automation system in the typical mode of communication applications. It also successfully transplanted a TCP/IP protocol stack-LwIP support the TCP/IP protocol network applications integrated substation automation is an important direction of development.Finally, designed the communications management software in this thesis through a software-testing in a lived environment at the test, the functionality and performance indicators related to the state standards DL/T 789-2001 requested by the performance indicators.
