The development trend of telecommunication is network convergence and service convergence. With the convergence ability of voice, data and multi-media, abundant service support ability, various access sustain ability, the NGN network based on soft-switch becomes public telecommunication network development orientation. As a special network for electric power company, electric power communication network has the same technology characters as public network. It faces new challenges in network build and service support.By adopting soft-switch technology, building a electric power communication broad band integrated network converging data, voice and video, it will be established a good base for advancing electric industry communication level. The author’s main work is as follows:(1) The characteristics and architecture of soft-switch technology are analyzed firstly. According to current situation and services of power communication network, the problems of the electric power communication network are presented. The necessity, feasibility and significance of soft-switch technology in electric power communication network are discussed and the significance is introduced. At the same time this thesis introduces the basic principle of the soft-switch, and comparing with the two other technologies, from a technical level illustrates the electric power communication network, the feasibility of introducing soft-switch.(2) The design of the service, the process and the structure of soft-switch in electric power communication network are accomplished, combined with implementation, detailing methods of introducing soft-switch. And to explore the problems that may be encountered in the process of program construction.(3) The soft-switch device, network security, key equipment, and information security get analyzed, and presented soft-switch network security design:first, setting three defense lines to ensure the safety of the policy implementation of soft-switch network security, and then putting forward to the design solutions for commonly used middle network equipment and IPSec protocol.(4) The actual operating results of the optimization program designed validated by running the resulting data reflects the optimized network performance in many areas has been improved.In this thesis, the basic principles of networking applications and learn to master soft-switch, soft-switch network access proposed electric power communication network strategy and implementation, and to study and discuss security issues of power communication network based on soft-switch faced through. Optimization program implemented smoothly, from the theoretical and practical aspects of verification dual necessity and feasibility of the introduction of the current power communication network soft-switch, power companies can be low-cost investment, access to the entire power communication network to enhance all aspects of performance.
