| With the continuous increasing of the waterborne oil spill risk, water pollution of major oil spill accidents occur frequently. Damage caused by oil spill pollution is becoming worse and worse and international and domestic are attaching great importance to emergency precautions and response of oil spill. China is a big country of oil consumption, which transports a large number of oil by shipping.In2006, Chinese coastal oil volume reached431million tons, including145million tons of crude oil imports, and already reached239million tons in2010. With the rapid increasing of oil imports, port and coastal tankers" density are enhanced, making the original busy navigation environment more complicated and leading to increased risk of ship oil spill pollution. According to statistics,2940oil spill accidents of total size ship happened along the coast of China from1973to2010,including83cases of major ship oil spill accident which beyond50tons, spillage reaching45710tons, accounting for over90%of the total oil spillage.2accidents happens one year on average and the average pollution accident reaches550tons. In the event of a major oil spill accident, a lot of loss will be brought to Marine ecological environment, seriously influencing the sustainable development of coastal area economy.At present, there is not a unified method of ship oil spill emergency capability assessment and international maritime organization (IMO) also does not have a corresponding standards or guidelines, and only a few developed countries made some thorough research to this aspect. Some assessment methods of researching vessel’s pollution risk and emergency capability, but mainly dominated by environmental impact and risk assessment.Collecting basic data.referring to the assessment methods and actual methods used by IMO and relevant countries, and investigating the domestic related units including ship pollution clear units, this paper analyses the main factors affecting emergency handling capacity of ship oil spill, does a quantification to these main factors, and establishes the mathematical model of oil spill emergency capability assessment based on the unascertained measure theory, and the results are calculated and validated. |
