This study covers the risk analysis of Meizhou Bay 300,000 tonnage crude oil berth spillage pollution and particularly in consideration of the characteristics of Meizhou Bay sea area, brings forward the related preventive measures to reduce the damages of pollution. It also elaborates the natural environment of Meizhou Bay sea area, social economic status quo, cargo status and the hazards associated with oil spillage at marine environment, and in addition, it also covers the statistics of typical oil spillage incidents, home and abroad, and analysis and prediction of oil spillage incident at this sea area and presents pollution risk analysis in various views as of environmental and human factors etc. and brings up proposals, for the first time ever in conjunction of berth operation safety, oil spillage contingency plan, anti-pollution equipment as well as team building etc., for preventive measures and counter measures of oil spillage pollution at Meizhou Bay 300,000 tonnage crude oil berth.Firstly, this essay briefly gives the introduction to the study background and the purpose and significance of the study, and describes the study status on the spillage risk at berths and marine vessels, home and abroad; it gives the details of unloading process, natural environment, economic conditions, sea route conditions at the 300,000 tonnage crude berth and the general planning on the Meizhou Bay; the systematic description of the status quo of Meizhou Bay environmental quality and its sensitive resources along with the objectives of environmental protection at the Meizhou Bay sea area are also presented.secondly, the statistics and analysis of the typical marine vessel oil spillage events that occurred home and abroad, the incidents along Fujian coast line together with marine vessel incidents at Meizhou Bay were also covered, and the all-time-ever particular risk assessment of Meizhou Bay 300,000 tonnage crude berth and the sea area around it was performed, and it gives the systematic analysis of operation incident probability and average probability as well as prediction of spillage extent of various incidents; the forecast for the impact from the navigation route spillage at the Meizhou Bay crude berth is projected in this section via stimulation of tidal current field values and the behavior model of spilling at sea, and the overall conclusion of the Meizhou Bay 300,000 tonnage crude berth spillage risk assessment is thus drawn. As for the conclusion of the overall assessment, this essay, for the first time, brings forward the systematic counter measures for reducing the spillage risk at this berth and provides preventive measures and mitigation steps for oil spillage risks as well as the related corrective measures, and eventually presents the constructive proposals from perspectives of rationalizing emergency response system and emergent functionalities addressing spillage.The last section summarizes the full essay and gives the discussions on the direction towards Meizhou Bay pollution prevention development and cast the vision of "self-procurement, centralized management, well-balanced allocation, paid-for-usage" for the purpose of integrating scattered social resources of spillage prevention and control.This study will have significant effects on heightening the capability of pollution handling and rationalizing the entire anti-pollution contingency plan around Meizhou Bay sea area, at the same time, provide the reference for same sorts of oil berths as well as applications and reference for the competent maritime authorities.
