Recently, the state council printed《the long-term development of logistics industry》it has an overall plan of twelve logistics, the logistics industry has industries such as transportation, warehousing, freight forwarders, information fusion and become Composite services,which is a basic and strategic industry in supporting national economic development. To develop modern logistics industry, there is great significance on promoting industrial structure adjustment enhancing the competitiveness of the national economy and constructing ecological civilization, Dalian is the first development of the port city in northeast, it has the condition and ability to become one of the most important logistics center city the north, and also one of the logistics hub in northeast Asia.Dalian should be with the aid of the high-speed development of opportunities for the logistics industry, from the economic dilated city to economic radiant city, dalian is the city which has a high degree of opening to the outside world and the fastest development of economic and the urban function and is also the most closely city of northeast economic ties.Dalian port is the most important port in the northeast of China. As dalian international shipping center to be the core construction, It will strength the radiation function and affects, absorbing more cash flows, information flow, goods flow, and also form economic interaction of port with hinterland, port with Japan and South Korea. Dalian port, in accordance with the established strategy, continue to revolve goal around "smart port", it has accelerated the pace of overall information. To use information technology has become an engine to develop port rapidly.The port belongs to the production-oriented enterprises, its core is:production efficiency and quality of each coordinate resources schedule in the dock, and also is a important process in completing the shutdown link and loading and unloading operation.In the terminal handling technology, it is the key of link-site shipment and discharging operation process of the yard (including computer) set card coordination schedule. It could be said that any shipment of container terminal, discharging operation is its main business content, and through the operation ability directly reflects the terminal efficiency of the high and low level, at the same time reflects the port throughput efficiency as a whole and management ability.Dalian port should grasp opportunities:the northeast old industrial base, coastal economic belt, the Russian economy and trade, the container terminal of the construction and management to a new step, opportunities and challenges for terminal manager. At the same time, how to under the limited condition of hardware design and maximum terminal operation in efficiency has been an important topic of large container terminals and the terminal research.In this thesis, it has researched the actual business of dalian port container terminal phase third,analyzing the characteristics of its business, and design a set of effective solutions, merged into the field of is application of terminal operating system,it has finished the collection card in real time allocation and scheduling information system platform. Set in the different cards and distribute principles and from the traditional single binding of shore equipment,fixing and sharing card into multiple shore equipment and dynamic schedule. After operation system,it is more reasonable and efficient production after setting CARDS and other yard equipment resources, reducing labor participation rate and set card empty loading rate and energy consumption and also improving the efficiency of terminal operation.
