Operation units of air traffic control make a great contribution to the safety ofChina’ civil aviation. However, the growing demand for air transportation put forwardhigher requirements to safety guarantee ability of operation units. Control means changeis a kind of technological means which can evaluate the safety guarantee ability ofoperation units. Before control means change, System and running environmentchanges may bring about risk which should be dealt with by Safety evaluation, which isbeneficial to the mission complement of air traffic control service.The theory of rough set and fuzzy neural network has been fully studied that roughset has the advantage for attributes reduction rule extraction and fuzzy neural networkhas the capability of classification or forecast on the condition that fuzzy neural networkcan tolerate error and noise. In the principle of complementary advantages, rough setand fuzzy neural network are combined with the tight coupling style which may providetheoretical foundation to the establishment of safety evaluation mathematical model. Inthis combination, rough set is good for fuzzy network which can be reflected in thefollowing aspects: decrease the dimension of samples, simplify the network topologyand shorten the time of network training and learning.An evaluation material, which is used to guide operation units to evaluate thesafety before control means alternation, has been studied so that the evaluation indexsystem contained24indexes is established in four aspects: human factors, equipmentfactors, environment factors and management factors. Questionnaire about theevaluation index system is designed by developer kit of Excel. The data ofquestionnaire is automatically collected by Visual Basic for Applications (VBA).Functions from MATLAB are used to exchange data between MATLAB and Excel.After the introduction and analysis of MATLAB and VB mixed programmingtechnology, Active-X technology is selected to combine that two programming tools.The mathematical model is compiled to executable file by MATLAB. In Visual Basicdevelopment environment,the interface of safety evaluation software is designed to callExcel and executable file under the condition of visualization and an installableapplication is created. The evaluation software has three functions that identify key riskindexes from the evaluation index system, evaluate the safety level of system andcollect evaluation information. The staff can rely on the software to evaluate operation units’ safety before control means alternation and also can make decisions by evaluationinformation. At the end of this paper, a test plan is designed to verify the feasibility ofevaluation software.Compared with the current checklist, the evaluation software processes followingadvantages: easy installment and maintenance, straightforward operation and highertheoretical level. It is an innovative attempt that quantitative evaluation is used tooperation units of air traffic control.
