Currently, a majority of the existing buildings in China require high consumptionof energy with prevalent problems such as low-quality structure, poor heat preservationand serious leakage. Therefore, the energy saving transformation for these buildings hasbecome a necessary requirements for perfecting the building functions, realizing energysaving and emission reduction and implementing ecological civilization constructionproposed by the Eighteenth People’s Congress of China. This paper mainly carries outanalytical study on problems like large stock, little investment and low investmentefficiency for existing buildings at present, so as to improve the transformation valueand public investment efficiency of existing buildings. In addition, an empirical analysisis conducted by taking a demonstration project in Jilin Province as an example.Firstly, this paper analyzes the current situation of existing buildings and theirenergy saving transformation both at home and abroad. As is found by survey andanalysis, problems such as large stock and little capital are existing for the energysaving transformation project of existing buildings, which makes it hard to ensure theproject quality and results in low investment efficiency.Secondly, specific to problems occurred in the energy saving transformationprocess of existing buildings, the value engineering technology is applied for analyticalstudy. By taking the energy saving transformation project of existing buildings in JilinProvince as the study object, it is to conduct functional analysis and cost analysis. Forcost analysis, the life-cycle cost concept is introduced to measure the environment andsocial costs by means of the contingent valuation method, thus enabling the life-cyclecosts more comprehensive and rational.Finally, by integrating the characteristics of exiting building and taking life-cyclecosts as the minimum evaluation criteria, transformation schemes are designed, so as toselect one with the highest value coefficient as the optimal scheme for realization ofimproving the energy saving transformation fund investment efficiency of existingbuildings through value increment. Furthermore, with the combination of thecharacteristics of existing buildings in Jilin Province, corresponding suggestions aremade for the energy saving transformation work of existing buildings.
