Intelligent Transportation Systems (ITS), as a new approach to solve the various problems inurban areas, has achieved great development in recent years. Among the seven subsystems in ITS,Advanced Traveler Information System (ATIS) and Advanced Traffic Management System (AMTS)have played a significant role in deal with urban traffic jam. This paper focused on dynamic trafficinformation collection technology and real time traffic guidance technology in ATIS and ATMS,main research elaborated as follows:1. In order to solve the map matching problem between the GPS data and GeographicInformation System (GIS), road is divided into different sections according to road intersections, forthe road sections whose length is too long, the concept of sub-sections is proposed firstly. A newalgorithm to estimate the Average Link Travel Time (ALTT) based on road partition is proposed.2. In order to solve the accuracy problem in dynamic traffic information collection, the relativeestimated error of ALTT is used to indicate quantitative relationship between minimum sampleamounts of Probe Vehicle (PV) and different level of road service capability. Simulation resultsshow that when the relative estimated error of ALTT is allowed to be less than fifteen percent andthe level of road service capability values from A to E, the relative sample amounts of PV valuesfifteen percent meet the requirement.3. In order to solve the contradiction of traffic guidance between traffic travelers and managers,a traffic distribution guidance model based on coordination between User Optimum and SystemsOptimum is proposed. Simulation results show that the proposed model performance close to trafficguidance model based on Systems Optimum in the system overall costs aspect, and it’s travelerspersonal travel costs can also be maintained at a low level.
