China and Russia are the two important economic superpowers in the world, they are main trading partners in many ways, for example:international affairs, economic and trade exchanges. At present, there is unbalanced trade development between the two countries, such as mineral energy, military industry manufacture and light industry products. The construction industry has highly complementary, the market share in the proportion of economic ties between the two countries is a little low, and it has great room to improve, so Russia is one of the important markets of the future development our country construction enterprise international engineering contracting business.In this thesis, we discuss the risks of international construction project management between China and Russia, according to the author personally involved in the project management all the way, based on the basic theory of project risk management, in G group business progress and Russia’s Sakhalin city economic and political background of human geography environment. And in the light of the characteristics of risk, risk can be divided into six groups, respectively is:policy risk, economic risk, technology risk, quality risk, management risk and environmental risk.In these six kinds of risks, on the basis of index system, through the Gl method to empowerment of the evaluation index, China-Russia international construction project risk assessment model is established, clear the size of the all kinds of risks, and to classify the size of the various risks by weight. The empirical results show that the power sector corruption, policy change, exchange rate fluctuations, construction safety and so on four types of risk as the main risk, need to focus on the contractor; The rationality of the construction technology, construction, operation and management personnel’s quality, quality of purchasing material equipment, force majeure etc. Four types of risks are the most important risks. Finally combining with the actual situation of international construction project between China and Russia, gives the policy risk, economic risk, technology risk, quality risk, management risk and environmental risk of six kinds of risk management measures, further research provides referential ideas for the future.
