| The runoff of seasonal rivers often concentrates in some months of a year and fluctuates seriously between years. Considering the safety of flood control, the flood resource was always released under the traditional concept. Recently, many problems have turned up because of the continuous drought. As with the development of the society and economy, the demand of water will be larger and larger and the flood utilization will be more and more emphasized when the emploration of groundwater is close to the limit. The flood is also the dynamic, ecological, fertility and fresh water resource even causes diseaters. The flood utilization can bring the benefit not only for the agriculture, industry and life of people, but also the recover and the remain of the ecological environment which has immense society, economy and ecological environment benefit. The areas of the confluence of the mainstream and tributy is scarce of large water conservancy projects in the plain land, but full of small natural water storge space such as wet lands, swamp and lakes and irrigated areas. That the projects in the upstream of the tributy retained runoff leaded the cutoff of the rivers which aggravated the contradictory of water supply and demand. The flood use of the mainstream can impound wet lands, swamp and lakes and irrigated areas which has the advantages of low risk and cost, significant benefit. The adjust and compensation of the two rivers provide strong support for flood utilization economically, efficiently and safely. That coordinating the compensation mechanism to store the flood resources will relieve greatly the water use stress. This paper aimed at the hydrology differences of the mainstream and tributy and the water storage properties took the Baicheng city as an example, the research are as followed:(1) Propose the background and significance of "flood utilization", introduce the general research situation of "flood utilization", propose the main content of this paper. Took the Baicheng city as an example and introduced the physical geography, society and economy, hydrology and meteorology, the connected rivers, lakes and reservoirs system and the general water resources situation.(2)Divide the flood utilization of the mainstream and tributy into three parts:water diversion from tributy part, water diversion from the mainstream and the tributy part, water diversion from mainstream part, based on the distribution of the storage space, bulid the water diversion route. Through the nanalysis of the relation between the two rivers it is concluded the encounter situation laws and the compension properties. (3)Assess the flood utilization situation of the areas, including the flood resources quantities, the flood utilization level, the accessible quantities of flood utilization and the pontential quantities of flood utilization.(4)Analyzed the flood utilization principles and steps, then analyze the water storage balance of the storage units. Through the analysis of historic statistics data of the tributy in high flow year,median water year and low flow year respectively, according to the water quantity balance theory, measure the risk factors and conclude the water storage projeces under different quantities of flood. Last, summarize the article and prospect the flood utilization. |
