According to the situation of our country,being enslaved to some control flood requires and rules,most water is spilled awayin flood season,and few water is storede up in the end of flood,they result in some disharmony of people,flood and drought.Via flood resource attemper,we not only emphasize preventing flood risk,but also stress keeping away drought risk.Especially to north region,in a given acceptable risk level,the elevation of water of the reservoirs can availably mitigate serious water shortage in north region,which take on great practical significance and economic value.Flood resource utilization not only has some obvious and direct economic benefits,such as water supply,generate electricity,production increasing of agriculture irrigation,revenue increasing of fishery and revenue increasing of wetland reed,but also has some indirect benefits,such as effectively improving eco-environment,replenishing ground water and coming true sustainability of coo-society. This paper base on Baicheng City on the lower-middle reaches of Nen jiang.Average annual rainfall of this area is 405 mm,Average annual amount of the evaporation is as 4 much times as average annual rainfall.The average annal Nen jiang water that flows through north of Baicheng City is 20 billion m3,and the condition of flood resource utilization is predominant.In view of the fact that there is randomicity on the opportunity,quantity and effect for the practical activities of flood resource utilization,the utilization benefits may be different from each other.Therefore,the benefit identification method with function-demand coupling is quoted in the paper.Taking the whole water system as the research object,it establishes a functional index system in terms of the function and effect,which mainly include water supply,water purification,hydropower generation;and it also establishes a demand index system with respect to the receptivity and the demand of water supply areas.Then,by coupling supply and demand,utilization benefit of flood resource may be identified,the flood resource utilization benefit is classified into economic,eco-environmental and social benefit.The paper expresses economic and eco-environmental benefits which are quantifiable in the money form and evaluates the national economy.And to social benefit which is unquantifiable,the paper builds a quantificational evaluation model of societal benefit of flood resource utilization,by adopting the Contrastive Analysis of use and no-use and the Analysis and Appraisement of Estimate Method.For definituding the overall effect of flood resource utilization of Baicheng City,the paper builds a multiple objective comprehensive evaluation model and establishes a complete index system by chooseing AHP and fuzzy recognition assessment model.From the result of benefit identification and evaluation,it is known that there is remarkable economic,eco-environmental and social benefit of flood resource utilization. Consequently,flood resource utilization plays a dominant role in the sustainable development process of the city.
