The water is the most important renewable resource of human, water shortages have been restricting our social, cultural and economic development. With the2011Central One document on water resource management,"the CPC Central Committee and State Council on Accelerating the development of water reform decision" issued by the introduction, China has increased investment in water conservancy, efforts to launch the most stringent water management system. This paper studied the optimal allocation of water resources system is based on a company in Jiangsu Province, Jiangsu Province Water Resources Department developed a water resources management information system sub-module, applied to optimize management of water diversion project in Jiangsu Province optimal allocation of water resources in the basin, are one kind of decision support system for decision-makers analyze the deployment in the province three lakes, as the Hongze Lake, the Luoma Lake,the Weishan Lake, between water resources.In order to query the database with the object mapping relationship established between the properties, this article uses iBatis such a framework, iBatis is a data mapping tool, both help to help developers use Java or.NET application development technologies better when using a database, and can be flexibly deployed. In the development platform, using IBM ILOG CPLEX platform that can shorten the development cycle, rapid development and deployment of applications, reducing project costs; IBM ILOG CPLEX Optimization tools used programming language OPL, designed mathematical model can enter your computer, and the optimizer design language OPL supports multiple target languagesand multiple database types, and a variety of mathematical programming algorithms.This paper focuses on the optimal allocation of water resources in the CPLEX platform system design and implementation:From the Department of Water Resources, Jiangsu Province, the implementation of water resources management information system environment and optimal allocation of water began to discuss progress of the study, describes the optimal allocation of water system Project Background and design purposes; then shows optimal allocation of water system development platform,as IBM ILOG CPLEX platform related technologies, including database framework iBatis, CPLEX platform overview, OPL language, modeling planning algorithm used; followed by optimal allocation of water system needs and the development process discussed key factors to determine the project’s requirements analysis and design, illustrate the system’s interface design, database layout, system architecture and other design elements; Finally, I have builded linear programming LP model based on the establish a mathematical model and its algorithm, and CPLEX-based platform design and implementation are key exposition shows a complete optimal allocation of water resources in the process of building the system.
